AB - President Lee administration has put forward integrating Korea Housing Corporation and Korea Land Corporation that have overlapping business areas related to housing supply as a top priority to achieve efficient public corporation reform. However, Living proper residential condition is one of fundamental rights granted in Constitution and there are government duties to make a national plan for housing and to supply proper housing standard and condition for maintaining the dignity of human. Because of President strong will, two pubic corporations had been integrated. It, however, is necessary to evaluate whether integration could lead enhanced not only efficiency but also humanity, Constitutionality, and duty of government. This article tried to figure out changed efficiency and legitimacy of integrated corporation by data and legal aspect and then tried to make suggestion of public housing and land policy for new coming administration.
