ABSTRACT

The Park Geun-hye Government, which adopts “the people's happiness” as the vision for its government administration, is soon scheduled to take office. The next government has declared that it will safeguard the people's happiness through a clean environment and eco-friendly based land management policy and restore the ecological system to its original sound condition to transform our land territory into a base for environmental welfare and also strive to permit future generations to also enjoy and benefit from a pleasant and liveable environment by maintaining our lands. Furthermore, it has established environmentally sustainable development to be its most important national strategic plan to become an advanced country and pledged to implement a policy which creates harmony between environment and growth and not a policy which sacrifices the environment. The land policies of the Park Geun-hye Government have not received much attention as compared with its housing policies regarding issues such as the “house poor”. However, its land policies are an essential means to resolve housing problem and has a significant impact on the overall activities of the Korean people. In light of the fact that the Lee Myung-bak Government has relatively emphasized the de-regulation of lands and dismantling of greenbelt zones while claiming the importance of practicality, as the Park Geun-hye Government has made harmony between environment conservation and sustainable development as the basis of its land policies, it is expected that the new government will cause an overall change to land policies. Also, in order to implement policies which relieve the effects of population and economic power concentration of the metropolitan areas such as promoting central city areas in regions that are considered to be regional nucleus cities (10+α) and which changes the paradigm surrounding balanced regional development and decentralization policies, it is also expected that modifications to the fourth amending plans to the Comprehensive National Territorial Plans will be inevitable. In addition, it is also anticipated that there will be a change to the land market due to the execution of large scale national projects including over 150 regional development businesses. In order for Korea to further develop and achieve a structural change with respect to its economy and society, it is important to work on realizing the appropriate use of its land. The main task for land policy is to maintain a perspective that public welfare regarding land is first and to promote the realization of the appropriate use of land at the same time. Therefore, the purpose of this study is to propose a policy to the next government for the successful term of the land policies based on the matters that were discussed as a part of president electee Park Geun-hye's commitments that set forth in the Saenuri Party policy commitment booklet for the 18th Presidential Election. This study is comprised of four chapters. Chapter II summarizes the commitments made by the Park Geun-hye Government in relation to land policies. Chapter III ․Ⅵ considers the direction and future tasks of land policies of the Park Geun-hye Government and rationalization tasks regarding land policies. Finally, chapter Ⅴ concludes by offering a land policy proposal pursuant to the new establishment of the Park Geun-hye Government.
