AB - Defining the concept of cityplan has been tried in various points of view. Not only the concept of cityplan in domestic differs in legal, engineering, and economic perspective but also it is different from the concept which can be found in foreign countries' system. Although National Land Planning and Utilization Act (NLPU Act) provides the concept of cityplan, it is broadly provided and simply listed.
Instead of defining a single concept of cityplan, this article tried to present some categories of understanding tool; what is the object of cityplan, how it can be implemented in practical terms, and who is in charge of cityplan. Through this work the new concept of cityplan can be brought into the statutory concept and theoretical concept, and the means of implementation in NLPU Act can be understood in a different way. Finally, discussion of who is in charge of cityplan made its extension and confirmation of the concept.
