ABSTRACT

Due to the economic gap between metropolitan and non-metropolitan areas due to population concentration in the metropolitan area it was not carried out a balanced development of the country. To solve this problem, the government has promoted the construction of 10 innovative cities in the country through the old public institutions. In addition, the city enacted a special act on the construction and support of innovative city acceptance of public institutes relocating to local cities. As previously completed public institutions innovation city is entering the second phase of the project of creating a cluster. However, innovation is a city that appears skepticism about the success of a lack of infrastructure and low rates of moving into the innovative city, unlike the initial expectations. In addition, innovative city has also generated cavitation problems of the rest of the city by focusing on existing short-term performance. Because of the centralized development project, the planning authority for local government and the participation of local residents have had to be limited and formal. Because of project promotion through the special law, land planning in the National Land Planning and Utilization Act is more complicated and blurred. First of all, basic infrastructure must be build as soon as possible in order to solve the problems of innovative city. In addition, main agents of the innovative city cluster should lead innovative city development projects. State and local governments should switch to the role of assistant to help ensure that these actors can work to build a cluster and smooth. In this process, breaking the traditional centralized development projects should be decentralization to transfer the development rights to the municipalities. Also break the development and promotion of the special law shall be made mainly through promoting the general legal system based on the National Land Planning and Utilization Act.
