ABSTRACT

In today’s international society, a variety of international development cooperation programs have been led by local authorities as well as countries in diverse fields such as politics, economy, society and culture. It is important to develop an ideal model which can handle legal issues which occur in carrying out government-led international development cooperation programs by local authorities. According to the Framework Act on International Development Cooperation, public agencies as well as local authorities are stated as the leading entities of international development cooperation programs. As a result, local authorities have actively promoted these programs by enacting regulations on international development cooperation. Therefore, it is needed to establish relationship with the Framework Act on International Development Cooperation. Regarding the enactment of an ordinance on international development cooperation by local authorities, furthermore, it is critical to review conflicts relating to their autonomous legislative power, develop a legislative adjustment plan and enact an effective ordinance. In order for local authorities to perform an international development cooperation program, it is important to utilize regional features and conditions and induce active participation from the locals in addition to the legislative adjustment. Hence, it is needed to improve the adequacy and efficiency of the international development cooperation policy promoted by local authorities and achieve the policy goal in an effective manner. In addition, it is important to develop them into international cities by promoting globalization and strengthening their global competitiveness through the expansion and enhancement of international development cooperation programs.
