ABSTRACT

To protect life and property of people is the basic duties of the nation for the people. If a certain place has spatial closure or isolation from the surroundings it would have a extremely high possibility of crime occurrence originally naturally. Therefore the place would require proper levels of public engagement for the prevention of the expected crime occurrence. One of the famous means of crime prevention strategy is Crime Prevention Through Environmental Design(CPTED). CPTED emphasizes the deterrence of crime motivators in the spatial circumstance from the beginning of architectural design for the community. After 2000 the number of research about CPTED began to increase dramatically. With the Revision of Architecture Law on 2014 and the Notification of Crime Prevention Standard for Building in 2015 the legal and administrative foundation for the introduction of CPTED is prepared. However only the CCTV and emergency buttons are considered as the field tools of CPTED in the nation recently. Because of these uniform tools the effectiveness of crime prevention of CPTED is very limited since the environmental characteristics of crime places and crime contents are completely different between the crime places. Based on these understandings this research proposes the legal assignments for the improvement of the effectiveness of crime prevention of CPTED as follows. First, in order to enhance the effectiveness of crime prevention of CPTED it requires systemized management code for the special spaces in which the installation of crime prevention facilities is required obligatorily by the law. Second, it requires the evaluation of risks about the crime occurrence characteristics and spatial characteristics where the CPTED is applied. CPTED needs reliable crime information such as crime map for local community. To enhance the effectiveness of crime prevention of CPTED it requires legal amendment about the acquisition and provision of crime information. The outmost limitation of CPTED is the fact that it cannot accommodate unexpected human behavior. Finally, to supplement shortcomings of CPTED it requires active public participations and systemized system with public service personnel.
