ABSTRACT

To realize the principle of national sovereignty, an institutional framework that embodies this principle is needed. These include the direct democracy system in which the public participates in the deciSion of the state`s deciSion and the representative democracy in which only the representative is elected and the representative body decides the state`s deciSion. However, the representative democracy system is adopted in principle because the nation has a large territory and a large population, and the deciSion is complicated. The representative system refers to the principle that the people are not directly involved in the deciSion of the state, but rather elect a representative to make them decide the state. The representative system is institutionalized differently depending on the type of government, among which the parliamentary cabinet system, which is run by the National Assembly, is a representative one. Under the preSidential system, however, a preSident who is elected directly by the people is regarded as a representative organization of the people along with the National Assembly.
