ABSTRACT

The State has developed various plans to achieve this objective because it has a duty to carry out and carry out the plans considering the balance of development, sustainability, public nature, convenience, environmental protection and efficiency of resource utilization in the utilization and management of the national territory. The Seoul Metropolitan Government's recently-announced "Northern Road Elevation Project," the city's core project for balanced development of Gangnam and North Gyeongsang Province, and the Land, Infrastructure and Transport Ministry's "Broadway Traffic Vision 2030" announced on October 30 are all aimed at improving the efficiency and supply of land needed for people's lives, balanced development, and quality of life among regions. Here we can find common ground in terms of the use and management of national territory that is the three-dimensional use of national territory. The use of land will be very important, especially in countries with limited resources, such as South Korea, because all of these plans utilize urban underground or air space in three dimensions. Moreover, the recent emergence of new devices such as drones in relation to the fourth industry requires consideration of the use of indicators and separate spaces in the use of the land in three dimensions. Therefore, this study reviews the issues related to the use of the air space in the use of the land, including airborne devices such as drones that use the air space by reviewing the air right in land use.
