ABSTRACT

With the earthquake in Pohang city, Gyeongsangbuk-do on November 15, 2017, people and residents became to pay interest in the national R&D projects. This is because they misunderstood that the earthquake was caused by the implementation of a national R&D project. Still, we cannot say that the national R&D projects do not have any problems. Especially, there are such problems as absence of communications with the people or regional residents on the project, absense of strategy to resolve the various conflicts of interest from the project, insufficient policy supports due to inappropriate legislation, etc. In addition, it comes as a big problem that we do not find comprehensive administration and statistical handling due to lack of a central control tower. To solve these problems, the national assembly prepared a bill on the establishment and operation of a national project conflicts coordination and discussion committee, which was failed to be enacted. Therefore, those problems are dealt one by one by partially introducing communication programs with the people in an individual law. To build common sense with the residents, the priority should be laid on related communications and information provision. It is needed to improve the efficient management and interest groups' understanding by providing informations on the national R&D projects so that every one can find out the details. For this purpose, we need to make more efforts on efficient management of the national R&D projects by providing comprehensive integrated information, introducing legislations for resolving the conflicts from the projects, and improving understanding and enhancing promotions on the projects.
