ABSTRACT

Human basic needs consist of clothing, food, and house. In order to maintain the basics of humanity, the basic needs must be solved. The problem of housing, however, is shaped by a unique market in which existing economic views do not prevail. Historically, rental housing was customary in the private sector, not in public sector, and was governed by civil law. The enactment of the Public Housing Lease Protection Act in 1981 began to change public involvement or the principle of civil law. According to commentators, That is problems that the rental housing policy changes due to the change of the government and the changement of government's policy, but it is considered to be a very normal phenomenon accompanying the change of the regime. For most people, the government policy on rental housing must not set a goal to stabilize rental tenants' housing by fostering leasing companies.
