ABSTRACT

The resource conflict in the Caspian Sea, frequently presented as a classic example of a resource conflict in geography textbooks, is often portrayed as a question of whether the Caspian Sea should be seen as a lake or a sea. In other words, the issue is described to be over the geographical classification of the Caspian Sea, which dictates the interpretation of the law and the procedure for resource distribution. In this research, we contemplated the resource conflict in the Caspian Sea in geography education by examining it in terms of international law, and the diplomatic and political responses of the three countries that declared independence from Russia and the 1991 Soviet Union. We then analyzed the 2009 National Curriculum Reform and the resource conflict in the Caspian Sea in the world geography textbooks from three different publishers. Upon this analysis, we proposed an alternative solution to emphasize regional specialty as well as approach on a global scale, beyond the lake/sea controversy in dealing with resource conflicts in the Caspian Sea in geography education.
