AB - This study examines the potentials of applying the concept of Sen’s capability approach to examining well-beings of migrant workers in Korea.
Conventionally, well-beings of migrant workers have not receives much academic and policy attention, until the recent policy shifts towards ensuring migrant workers’ permanent stay in selected regions where the population is dramatically decreasing. Well-being and inequality of migrant workers in Korea have been often researched and evaluated by measures of economic and material means for human resource development/training or satisfaction.
In theory, these units of research analysis and evaluation approaches overlook some important normative concerns, and applying the capability approach – analyzing the capabilities to live and thrive in ways a person values – can compensate for such weakness.
This study reviews the sources of such contesting views, and clarifies them by comparing the Sen’s capability-oriented and capability approach mixing with Wolff & de-Shalit’s ‘clusters of disadvantages’. The results showed that given their restricted mobility, exposure to involuntary risks, and loss of stable functioning, conventional material assistance alone cannot address these issues. This research redefines permanency as capability expansion and aims to contribute to more comprehensive research and policy design and further suggests future researches and evaluation.
