Ishihara Shintaro and Japan’s Domestic Politics of Nationalizing the Senkaku Islands in 2012

ABSTRACT

The Japanese government decided on the policy of nationalization of the Senkaku Islands in September of 2012, which escalated conflict between China and Japan. While the Senkaku dispute in 2010 originated mostly due to the Chinese government’s aggressive measures, the 2012 dispute was triggered from the Japanese side. In this regard, Neo-classical realism is more useful for explaining the case of the 2012 Senkaku dispute because Japan’s domestic narratives had been more critical. Ishihara Shintaro’s suggestion of buying these islands, while getting strong support from the Japanese society, provided limited policy options for the Noda Cabinet. However, because the Cabinet’s key policymakers have policy preferences for a balanced approach toward China, the nationalization dispute was escalated.
