Activities of the Statistical Advisory Group and the 1960 Census in Korea

ABSTRACT

The Population and Housing Census in 1960 is considered an important milestone in Korea's census history. The improvement of the 1960 Census compared to previous censuses was largely due to the contribution of the Statistical Advisory Group. This organization was formed by Surveys and Research Corporation, and was active until 1963. The 1960 Census was conducted partly as a result of the Census Law, but also as a result of the search for a long-term economic development plan in the mid-to-late 1950s. The reorientation of US Aid during this period necessitated the development of a long-term economic development plan, which required the establishment of reliable statistics and statistical systems. The Statistical Advisory Group was formed to oversee the preparation for the Census, which was scheduled to take place in 1960, including the establishment of a statistical administration and a training program for the relevant personnel. Although the political chaos in 1960 was fraught with difficulties, the census was carried out. It was much more objective and detailed than previous censuses. In addition to the 1960 Census, the Statistical Advisory Group also made recommendations on the establishment of statistical organizations, the development of related laws and regulations, and the training of professional bureaucrats, contributing to the development of statistical administration in Korea.
