ABSTRACT

This paper examines the perception and utilization of yuhyangso in 16th century Joseon. The intention behind re-establishing yuhyangso was not that of restoring the former yuhyangso with autonomous character but rather to incorporate it into the centralized local governing systems. The re-establishment order of yuhyangso influenced its implementation across local communities. The central government expected yuhyangso to regulate local clerks(hyangni) and oversee moral conduct. Yuhyangso was officially acknowledged as the institution responsible for investigating severe misconduct. When such cases arose, yuhyangso was held accountable, revealing the central government’s expectations. Additionally, yuhyangso was tasked with various public roles. By assigning these responsibilities, the central government reinforced the status and authority of yuhyangso, aiming to fully utilize its potential under the assumption that it was qualified for such duties. However, persistent concerns over yuhyangso’s competence made it difficult for the institution to fully meet the central government’s expectations. Discussions on its abolition frequently surfaced, but instead of eliminating yuhyangso, the central government sought ways to mitigate its shortcomings while maintaining effective local governance. In the 16th century, stringent migration policies and the implementation of hyangyak were used to curb corruption in yuhyangso and enhance its quality. The central government planned the re-establishment of yuhyangso as part of the local governance system, and this purpose was continuously implemented through various policies throughout the 16th century.
