ABSTRACT

The purpose of this paper is to estimate the enforcement of ‘Law of Hyo encouragement and Aid’(‘the law of Hyo’, in short)’ that was passed through the National Assembly in August 2007 and became effective in August 2008, and to present the following tasks. In order to check the enforcement by the law, I examine the administrative & financial support of government or municipal governments, and the recognition or practice level on ‘the law of Hyo’ in civil society. The positive enforcement cases are for example Daejeon and Youngju city that are establishing ‘the Institute of Hyo Cultural Promotion’, and Seoul, Incheon, Pusan, Daegu that legislate the regulation related Hyo. But many municipal governments don’t make the regulation yet. So I can say the level of the administrative & financial support is low in general. And the level of recognition or practice on the law in civil society is also low, the education about Hyo in elementary and junior schools is not activated yet. The first following inner task to advance and support the Hyo consciousness or Hyo culture is that the groups related Hyo must strengthen cooperation and study jointly about Hyo. The another outer task is the institutionalization of the administrative & financial aid systems. When we accomplish both the inner and outer tasks, we can realize the final goals, ‘Hyo encouragement’ and ‘Hyo aid’ by Hyo Law. In systems perspective, I make a ‘dynamic Hyo complex systems model’ to summary this following tasks.
