ABSTRACT

The present paper aimed at examining the effects of educational administration democratization and suggesting tasks for realization of educational administration democratization in Korea before Park’s Government. Local autonomy system of educational administration is a way of educational administration democratization at national and local level. It has contributed to expansion of citizens’ participation at educational administration by election of superintendent and local council member. School-based management is a way of educational administration democratization at school level. For school has more autonomy from national and local educational authorities than the past under school-based management system. To improve educational administration democratization we should perform some tasks in the future. Central government should transfer more control power on educational administration to the local authorities than the past. Parents and citizens must have their voices about educational administration at local level. School needs to go beyond control of national and local educational authorities for customized education to students. Teacher must balance between duty and freedom and have balanced perspective on controversial issues.
