ABSTRACT

This study analyzes how the comprehensive revision of the Local Autonomy Act, implemented from January 13, 2022, seeks to strengthen control over local government bureaucracy. Focusing on two key axes - enhancing council expertise and revitalizing resident autonomy - it examines how these institutional changes are shaping a new approach to administrative control. In terms of strengthening council expertise, the introduction of professional policy support staff and the independence of personnel authority for council administrative staff are analyzed as major changes. For strengthening resident autonomy, the introduction of the resident-initiated ordinance system and the relaxation of requirements for resident audit requests and recalls are examined. This study evaluates the potential effects and challenges of these changes from the perspective of administrative control and presents institutional and practical tasks for the future development of local autonomy.
