ABSTRACT

The purpose of this article is to review the following. What are the political and social functions that can Village Politics provide? Can the residents’ autonomous council at the center of village politics be a functioning mechanism of quality democracy? What problems are the residents` autonomous council currently trying to solve in their operations? What challenges must be addressed for the residents’ autonomous council to become the foundation of quality democracy? Villages are the optimal place for people and activities to connect and build relationships. It is therefore a starting point for building social capital and social community. The creation of villages should be based on the sovereignty of the residents. To this end, a political space is needed that guarantees communication channels and activity systems for village issues. In Korean society, the residents` autonomous council has replaced village politics. The function of the residents’ autonomous council is a vital form of democracy, laying the groundwork and building the foundation of democracy. Therefore, if residents` autonomous council play their role, it leads to the promotion of democracy in Korean society as a whole. Today, however, the residents’ autonomous council is an object, not a subject, of village politics. As a result, the residents` autonomous council lacks participation, independence, and autonomy. To create a model of autonomous democracy that reflects the characteristics and conditions of the village, the following approaches are required. Local governments should create their own, customized residents’ autonomous council ordinances. For residents` autonomous councils to encourage greater participation, they should be established in consideration of the closeness of living relationships. In addition, for the residents’ autonomous council to become a real resident decision-making body, it is necessary to consider how to operate a genuine membership system. Finally, democratic civic education should be supported to foster a sense of self-governance and community among residents.
