This study addresses the conditions and problems related to the district council’s legislative activities since the stipend system. Essentially, it analyses the changes and influence made by the district council’s legislative activities since the stipend system, with the council of Eunpyung-gu as the main focus. Results of the analysis show that there are no significant influences according to the members of the Eunpyung-gu’s district council. Nevertheless, in order to have smooth legislative activities, the district council strongly demands the autonomy required for parliamentary management, as starting from the executive branch. Especially, since the stipend system, the political party recommendation of councilmembers was evaluated as setting many restrictions on the promotion of the pure regional policy. For this reason, rather than focusing on regional policy or policy developments, loyal tytowards central party or regional party members proved to be more advantageous for council members in gaining nomination. Therefore, improvements on the district council’s legislative activities need to be made through the guarantee of law. Institutional rights on the strengthening of capability, the security of professionalism, the use of the professional committee system, the surveillance and evaluation of local residents, the abolishment of political party recommendation and the development of education programs.
