A Study on the Improvement of the Protection of North Korean Refugees by the Security Police

As of the end of June 2013, 26,854 North Korean refugees had settled in our community, while an estimated 30,000-100,000 temporarily resided in China under the continuing fear of forced repatriation, but maintaining a hope to be admitted to the Republic of Korea or Western countries. When North Korean refugees enter South Korea, investigations are performed by the joint interrogation agency for a certain period and essential settlement education is conducted in Hanawon, after which they can move to their new residence. Korean governments have provided various services for refugees in order to assist successful settlement. However, issues such as the re-entrance of refugees to North Korea, a spy who masqueraded as a refugee, and crimes committed by North Korean refugees or targeted on them, have been brought to public attention. The safety of North Koreans has been questioned, and the importance of the security police's role has arisen in our society. Nonetheless, the issues related to protection of North Korean refugees by the security police have been studied by only a few researchers. Overall, there is a lack of information. This study reveals current problems about the protection of North Korean refugees by the security police and suggests a reinforced protection scheme, enhancing capability of the security police, reorganization of the protection system, and prevention of social deviation activity by refugees. The most pivotal choices remain with the North Korean refugees. There will be successful settlement when they make an endeavor themselves, rather than remaining reliant on the government or society.
