A Short History of Proportional Representation

ABSTRACT

The inklings of proportional representation can be traced back in ancient Rome. First designs of voting system based on the idea of proportion were contrived by Ramon Llull and Nicolaus Cusanus in the middle ages. After revolutions in America and France, a variety of electoral methods to enhance proportionality have been conceived and put into practice. Today, most European countries use party list proportional representation. Ireland has adopted single transferable vote since independence from U. K. and alternative voting system has been evolved in Australia as an adjustment from STV. A compensatory form of proportional representation was synthesized by the Germans in 1949 to be exported to New Zealand later in 1990's. Proportional representation came into being at a very recent stage of human political history. There are plenty of rooms for further diversification and evolution.
