ABSTRACT

In this paper, we analyze its role in inter-Korean relations in the United States from 1971 to 1998. The United States had an impact on improving inter-Korean relations at the position of the stabilizer and balancer to maintain peace and stability on the Korean peninsula. During the Cold War the United States had an impact on improving inter-Korean relations in the international system level. In the post-Cold War, until 1998 the United States was affecting both North and South Korea as the only superpower. Since North Korea's NPT withdrawal, temporarily the United States has also pursued two Korea policy as ‘the peninsula of guardianship party.’
