ABSTRACT

"Data-based policy evaluation" has been in place for nearly ten years in South Korea. This paper employs a game-theory approach to analyze the current shortcomings of this policy instrument. It argues that instead of focusing on the institutional strengthening of the current system, the process should provide tangible benefits to the applying agencies so that the process is not considered as more bureaucratic red tape, but an essential part of the "evidence-based policymaking" so often acclaimed by the South Korean government.
