ABSTRACT

The Hub city of Asian Culture Project is the largest national project in the cultural field of Korea, which started in 2004 and aims to achieve balanced national development by establishing Gwangju as the center of Asian culture. Recently implemented national policies make it possible for the ODA project of Asia Culture Center through the amendment of the Special Act on the Creation of Asian Cultural Center in 2015, enabling the Asia Culture Center to become the implementing organization of the ODA project. Under the policy framework, the Asian Culture Center implemented the ODA project to strengthen cultural capacity in cooperation with the Ministry of Religious Affairs and Culture of Myanmar to support them for three years starting from 2018 to 2020. The detailed tasks of this ODA project are the following: the establishment of a digitalized cultural resource management system for the integrated management of Myanmar's cultural resources scattered throughout the country, the development of the Myanmar Cultural Development Master Plan for national integration and sustainable national development, and capacity-building of officials from the Ministry of Religious Affairs and Culture of Myanmar. It consists of operating educational and training programs for sustainable reinforcement. This study focuses on the experiences and achievements of the cultural ODA project from the perspective of Asia Culture Center fulfilling as the Hub city of Asian Culture Project and to improve the direction of the ACC-type cultural ODA projects. The main programs of the Asia Culture Center, which consists of Asian culture research, archive construction, international exchange cooperation programs, cultural resource-based cultural contents and cultural product development projects, were reviewed and the possibility of developing ODA projects in connection with them was considered. For the successful establishment of the Hub city of Asian Culture Project, the possibility of cooperation in cultural ODA projects with local cultural and arts institutions as well as universities were also examined.
