ABSTRACT

Today's international order in Northern-East Asia region can be understood to be on the way of reforming again through the leadership of the US. Because there's no other countries have political power and military strength against the US. Only the recently rising China has been recognized to restrain the US. Therefore, if the “present situation” goes on, the future of Northern-East Asia could have a great chance to develope under the competing composition between the US and China. This study concerns about the reason why such a “present situation” prescribes the order of Northern-East Asia region today. In this region, each country should have reconsidered its own status from the various dynamic relationship, but it didn't actually. There's a lot of reasons. One of the reasons is that the relationship between Japan and Russia, the major actors in this region, could not develop normally against the territorial problem. The most important thing is Japan and the Russia stay uncomfortable in spite of their beneficialness of each other, especially on the weakness-the capital and skill in Japan, the energy resources and skill in Russia-. After all, this situation did the work of sticking between China needs the energy resources and the military scientific skill and Russia wants the military weapon skill, strengthen the alliance between the US needs to keep restraint effectively and Japan wants to be a normal country. In short, this study is about the explanation that Russia and Japan work out their national strategies not the best but the second because of the territorial problem, though the best and the easiest national strategies for them are made from the development of their relationship. Also this research analyzes that situation has been the most import factor prescribing the situation of international order in Northern-East Asia region since the post-cold war era.
