AB - This year is the 60th anniversary of the establishment of the Republic of Korea(ROK) Armed Forces. Soon after the establishment, the ROK Armed Forces should fiercely fight against the North Korean People's Army(NKPA) communist invaders from the north. After the Korean War, the ROK Armed Forces played a pivotal role for recovering construction of a ruined nation.
Nowadays the ROK Armed Forces is ranked as top the 5th in military personnel, the 10th in defense budget, the 10th in weapon modernization in the world. In this context, let me examine what should be done for next 60 years to come for national defense?
Advanced countries including the United States(US) are exerting national efforts for modernizing its military for preparing future warfare. They are concentrating national effort for constructing military systems such as C4ISR and PGMs for visualization of battle-space and enhancing precisional engagement capabilities.
The ROK and the US agreed to transfer operational control(OPCON) to the ROK by April 2012. Many specialists on defense emphasized that the ROK Armed Forces should primarily acquisite the advanced ISR systems including AWACS and strategic reconnaissance aircraft before OPCON transfer. It is essential for the ROK to deter war and minimize war damage.
Another important thing for the ROK Armed Forces is to enhance the joint of Army, Navy and Air Force. Advanced countries are exerting their utmost effort for cost-effective defense system. The ROK is also required the same endeavor for strengthening its defense capability. The ROK Armed Forces should transfer its structure from military personnel-centric defense structure to technology-centric structure.
Defense Reform Plan 2020 is pursuing the same direction for restructuring the armed forces. It is included reduction of military personnel, enhancement of jointness, transfer of OPCON and command structure. We have to support the Defense Reform Plan 2020 come true in the near future.
