ABSTRACT

Thispaperfocusesonthe threeaspectsnotonlyinpoliticalchangesof the Soviet Union and Japan but also in the change of international situation.First,sinceWorldWarII,both governmentsdidnothaveofficial exchanges for ten years. However, they tried to resume their foreign relation.This paper shows why they tried to improve and resume the foreignrelation. Second,theyrestoreddiplomaticrelationsthrough fournegotiations,but thepeacetreaty wasnotsigned duetodiscord ofresolving theterritorial dispute.Thus,Iwillexamine why they did notfind the compromise to resolvetheterritorialissuebetweenthem. Third,theissueisrelated toEastAsia securitystrategy.Atthattime,thenormalization between theSovietUnion and Japan through resolution ofterritorialissueisa majorproblem to havea strong influenceon the strategic interestand to expand the geopoliticalinfluence ofthe U.S.in NortheastAsia.Thus,theinfluenceoftheU.S.willhavebeen thecritical factor in the conclusion of the peace treaty and in resolution of the territorialissue.SoIwillalsoanalyzethatthereweretheU.S.changesof stanceontheterritorialdisputeandtheU.S.exertedtheirinfluencein the processofSoviet-Japanesenegotiation. Finally,Iwillexamine the implication in solving the territorialissue between the presentRussian-Japanese governments which was given to them throughthejointstatementin1956.
