ABSTRACT

Arnold J. Toynbee mentioned in his book, 『A study of History』thatCivilization had repeated the circulations of birth, growth and decline. He thought that the important factors of growth and decline were thechallenge. And the future of nations would be determined by how theyresponse to these challenges. If his assumption which history repeatsitself according to the circulation above mentioned were right then itwould be possible for these suggestion to be able to apply to countries. So I hope to examine whether the Toinbee’s suggestion was valid inthe military area. Challenges of military field are divided into two factors. These arethe internal challenges such as revolt, social instability and any trialof regime change and external ones caused by enemy actions. How torespond internal and external challenges attack are the essential thingsto maintain and secure the nation. I studied and developed the logicby showing the examples of ancient Roman empire and Swiss of themiddle-ages whose military environments and conscription were verysimilar to Korea. I also analyzed what would the examples of the two countries giveus valuable lessons on the bases of challenges and responses of themilitary systems, and how would be our country in the future.
