AB - The aim of this paper is to research the differences between Joseon-Japan relations and Joseon-Qing relations in order to summarize military diplomacy among them. The change of North-East Aisa situation in the transition period from Ming to Qing forced it to establish new relations with Japan and Qing. In the 17th century, Joseon had a resumption of diplomatic relations with Japan. Joseon also had experienced couple of historical issues such as these. Thease are what did not want to send troops overseas, Injo’s restoration and Joseon’s keep pro-Ming policies, the Qing's Invasion of Joseon in 1627(丁卯胡亂) and 1636(丙子胡亂), from an international order of centering around Ming to centering around Qing etc.
In the process, The military intelligence for ‘Whejung’(倭情) emerges as foreign affairs issues on diplomatic relations among Joseon, Qing and Japan. ‘Whejung’ means information of Japan, and it was the military information about the internal situation of Japan after ‘Imjin War’(壬辰倭亂), about military conflict over the Christ Church. Joseon gave notice of the ‘Whejung’ in Qing, for the Joseon’s legitimate military buildup. When the stable relations with Japan emerged as the prerequisite in the middle of pol-mil crises between Joseon and neighboring Ming and Qing, Joseon took advantage of ‘Whejung’(倭情) intentionally for its deplomatic policy.
While Joseon was controlled strictly in terms of military affairs including reinforcement by the Qing emperor after ‘Byungjahoran’(丙子胡亂). Joseon argued that it needed to build-up its own military forces in order to defend the invasion of Japan through providing ‘Whejung’(倭情) to Qing. And this is one part of an expedition to conquer the north’s plan(北伐計劃) by King Hyojong(孝宗). However Qing afraid of Joseon’s military buildup and has pressured diplomatically. Through this study, it is acknowledged that Joseon faced hard truths and took strong steps. Joseon would not want to get into a bitter fight with Qing so accepted Qing’s demands without a murmur.
Joseon would try to use of Japan’s political instability in order to it’s own military build-up in the middle of the international order of centering around Qing. In the end, Joseon’s diplomatic efforts did not succeed by the Qing’s diplomatic pressure but, the relation of Joseon-Qing had a new shift with the Qing-Joseon expeditions to the Amur(羅禪征伐) after years.
