The Study on Carter Administration’s U.S. Troops Withdrawal Policy from the ROK

ABSTRACT

The Purpose of the paper is to analyze the decision making processof the Carter administration's U.S. troops withdrawal policy from theKorean peninsular based on the US and South Korea diplomatic documentswhich were declassified recently. After the presidential inauguration,Cater administration made the system of the Presidential ReviewMemorandums(PRM) and the Presidential Directives. And Carter orderedthe review of the U.S. troops withdrawal on the National Security Counciland related institutions. In order to analyze decision making processof U.S. troops withdrawal policy, this paper examined the PRM-10 andthe PRM-13. Carter administration discussed the U.S. troops withdrawalplan through the Policy Review Committee(PRM) and the National SecurityCouncil.(NSC) subsequently, U.S. troops Withdrawal plan was releasedthrough the PD-12. Even though U.S. troops withdrawal policy wasdesigned by the SCM between U.S and South Korea, Carter administration'swithdrawal policy determination was unilateral. This was derived fromthe fact that the United States stressed the Carter administration’political positions than north korea military assessment. In conclusion, We should be definitely aware of determining thestructure and process of the policy of the United States and, therefore,will have to make efforts to prepare for response on an ongoing basis.
