AB - Following the Imo Incident of 1882, the Joseon government simultaneously pursued the reconstruction and modernization of the central army. King Gojong sought to check the influence of the Qing and foster troops to be utilized as his personal guard.
Through this conscription, Gojong aimed to establish a foundation for safeguarding royal power outside the influence of the Qing.
The conscription of local troops, which had been halted with the disbandment of existing local troops due to the Gabo Reforms, resumed after the proclamation of the Korean Empire. During this period, some of the garrison troops stationed in the provinces were permanently stationed in the capital and utilized like the central army. The conscription of local troops was a policy that symbolized Gojong's military policy of utilizing conscripted forces as a means of strengthening imperial power.
After the Russo-Japanese War, with his influence over the military weakened, Gojong expanded the conscription of local troops to fill the void left by the disbanded central imperial guard due to military reductions. However, in April 1907, the conscripted units were dissolved and incorporated into the Royal Guards Division, ultimately leading to the failure of Gojong's efforts to secure an independent military base.
