ABSTRACT

The expansion of higher education from the post-liberation period to the early 1950s led to a surge in the number of universities, resulting in the proliferation of disorganized higher education institutions. Recognizing the urgent need for university reorganization, the Ministry of Education sought to address this issue through the enactment of the Decree on Standards for the Establishment of Universities and Colleges in 1955. This decree constituted a legal requirement applicable to all national, public, and private universities. When evaluating the outcomes of university reorganization in the late 1950s, it is difficult to conclude that the objectives originally set by the Ministry of Education were fully achieved. Nevertheless, it is significant that the enforcement of this decree contributed to the physical expansion and development of university campuses. In compliance with the decree, universities not only undertook internal organizational reforms but also expanded their facilities, leading to the construction of major campus infrastructure during this period. While there were clear internal limitations, the expansion of facilities and the establishment of a basic campus framework can be considered a significant achievement resulting from the enforcement of the Decree on Standards for the Establishment of Universities and Colleges.
