ABSTRACT

Immunity passport is a certificate being discussed and introduced to facilitate safe and free movement between countries through proof that they have been vaccinated in the COVID-19 pandemic, global infectious disease crisis. It is referred to various forms of certificates that demonstrate that someone is immune to COVID-19 or is unlikely to be infected in the future. For humans stranded by lockdown, quarantine and movement restrictions to prevent infectious diseases, the immunity passport can be used as a way to help them return to their daily lives and speed up economic and trade activities. Currently, EU membership states are establishing infrastructure such as system maintenance and technical standardization and preparation for national certification to introduce Digital Green Certificate(DGC) that prove vaccination and exempt isolation obligations based on high vaccination rates. To ensure safe travel and mobility while ensuring the health and safety of the people, through this paper the controversy and present state of introduction of Europe concerning immunity passport are examined since the COVID-19 pandemic crisis, and from that review, ethical and public legal implications of immunity passport are suggested for future reference in Korea as the Korea Disease Control and Prevention Agency announced that it was reviewing a electronic vaccination certificate against new Corona Virus infections.
