AB - With the trend of global energy demand tilting towards the new energy field, the photovoltaic industry, as an important component of clean energy, and its high-quality development became the core driving force for promoting the transformation of the energy structure and green economic growth. Based on the panel data of China's photovoltaic listed companies from 2018 to 2023, this article used the DEA-BCC model and Malmquist index to measure the dynamic changes in the high-quality development efficiency and comprehensive technical efficiency of 27 photovoltaic companies, and indirectly analyzed the impact of policies on the high-quality development of the photovoltaic industry chain and its mechanism of action. The research results showed that the adjustment of industrial policies was conducive to improving total factor productivity, and had no significant impact on the upstream of the photovoltaic industry chain, but had a significant impact on the midstream and downstream. The results of this study were important for energy industry policy.
