ABSTRACT

The paper analyzes the economic policies of King Jeongjo by applying the theory of transformational leadership. His economic policies were analyzed in terms of private production and national finance, and his transformational leadership was studied in terms of charisma, inspirational motivation, intellectual stimulation, and individual consideration. The main implications of this study are as follows. First, King Jeongjo improved the economic condition of the people by increasing agricultural productivity and developing commerce. He practiced the festival of good fortune during droughts, and decreased his meals while limiting the monopoly on commerce. Second, for the efficient execution of the national budget, Jeongjo reformed the royal finances and the inefficient factors of national finances by warning against excessive taxation. Measures were taken to eliminate bureaucratic corruption in the tax collection process by introducing measures that allowed taxes to be paid in currency instead of local specialties. Third, the transformative leadership that supported Jeongjo's economic policies consolidated the hierarchical order of the family union through his vision of a first-class nation and charismatic leadership. He presented a vision of a classic nation, timely recruited outstanding talents as a disciplinary measure, refrained from arbitrary decision-making, and laid the foundation for strengthening royal authority and activating commerce through the construction of Suwon Castle.
