ABSTRACT

This study analyzes Sejong's economic policies and taxation system from the perspective of servant leadership. Sejong's economic achievements were analyzed from the perspectives of the monetary system, the civil registration system, the introduction of water wheel, and the implementation of speciel taxation system that applies taxes on private domains, and the relationship with his servant leadership was examined as well. Specifically, First, Sejong pursued economic policies by sequentially introducing paper money and coins, but eventually reverted to paper money, failing to fully overcome the imperfections of the monetary system. Second, Sejong systematized the nationwide family registry to secure stable state-finances and improve the efficiency of taxation policies. Third, to improve the shortcomings of the water wheel introduced from China, Sejong introduced the dwarf water wheel to revitalize water-powered agriculture, and, to support this, he expanded the supply of agricultural books and favored bureaucrats who could come up with pragmatic solutions. Fourth, King Sejong improved the efficiency of economic policies and the taxation system by implementing the Gong-Law, which compensated for the shortcomings of the trial-and-loss law implemented during King Taejong's regime. On top this process, he exercised servant leadership to ensure that the opinions of relevant interest groups were fully reflected, and he worked hard to establish a taxation system that did not increase the economic suffering of the underprivileged groups. Future research on the causal effects of Sejong's emotional leadership and Pygmalion leadership on the performance of his economic policies and tax system will provide a more multidimensional understanding of his economic achievements.
