ABSTRACT

This study aims to integrate the ISO 37301 Compliance Management System into the ethical management framework for private investigators, thereby providing an institutional and practical model for the sustainable development of the Korean private investigation industry. The nature of private investigation inherently involves accessing sensitive personal information and carries risks of privacy violations or unlawful evidence collection. Thus, a systematic compliance and ethical management system is required. Through literature review and comparative institutional analysis, this study examines the applicability of ISO 37301’s core structure—PDCA cycle, risk-based approach, leadership commitment, and internal control procedures—to the private investigation sector. The findings highlight four essential components: (1) establishing a code of ethics and conduct tailored to the characteristics of private investigation; (2) implementing procedures to verify the legality of investigative activities; (3) introducing guidelines for handling personal and sensitive data; and (4) institutionalizing whistleblowing systems and training programs. This study contributes to enhancing public trust and legitimacy in the private investigation industry and serves as a foundational resource for designing a Korean-style ethical management framework.
