ABSTRACT

This study aims to diagnose the limitations of the domestic private investigation market, which is turning into a red ocean due to excessive competition and unethical, exaggerated advertising following the legalization of the industry. As an alternative to overcome this, the research analyzes successful niche market cases from major overseas private investigation industries to propose strategic PR measures tailored to the domestic environment. To this end, cases from countries with mature private investigation systems-specifically the UK, France, Germany, Canada, and Japan-were examined in depth using a comparative institutional perspective and content analysis techniques. The analysis identified the following successful niche market models; The UK-Corporate risk management and financial/insurance fraud investigation, France and Germany-Protection of internationally abducted children and domestic dispute investigations, Canada-Criminal defense investigation and profiling support, Japan-OSINT-based cyber reputation management and convergent anti-stalking measures. The findings confirm that leading private investigation agencies in these countries refrain from using provocative mass advertising aimed at the unspecified public. Instead, they employ Target PR strategies firmly rooted in strict professionalism and public interest. By integrating these advanced overseas practices with the domestic institutional framework, this study proposes three major legal niche market models that the Korean private investigation industry can immediately pioneer; B2B corporate risk management model, law firm-linked litigation evidence collection support mode, and OSINT-based cyber reputation management and anti-stalking model.
