AB - This study analyzes policy discourse on AI literacy among older adults amid South Korea's transition to a super-aged society, drawing on 18 academic papers and 12 policy reports published between 2015 and May 2026. Findings reveal that digital exclusion among older adults stems from both physical access barriers and psychological techno-anxiety, and that AI literacy must be redefined as a multidimensional concept encompassing critical thinking, ethical use, and technological self-efficacy. Despite progress through the Digital Inclusion Policy and Act, structural limitations persist in uniform, group-based education and the lack of psychological support mechanisms. The study recommends personalized education focused on self-efficacy, integration with social welfare systems, stronger inter-ministerial collaboration, and recognizing older adults as subjects of fundamental digital rights.
