Regional Executive Reforms in Russian Far East and Siberia: Since 2007

ABSTRACT

This paper is to investigate the changes in institutional regulations that have been made since 2007. As for federal structure, adjustment process was undergone on the basis of the Federal Districts, strengthening structural hierarchy. The executive system became increasingly hierarchical, headed by the governors of federal subjects. In each federal subject, regional hierarchy was established based upon federal laws and regional regulations. At the sub-level of federal subject, the relationships among regional power branches were established with the modification of federal laws. For instance, Vladivostok city was categorized into a city district, and its administration took charge of the implementation of domestic and foreign policies. Daily implementation of municipal regulations constitutes a main function of municipal administration, as well as the maintenance of a close relation between higher organs. This study suggests that regional administration faces challenging tasks of clarifying regional interests and combining them it with federal ones, although an institutional frame of regional administration has been established.
