AB - This paper aims to analyse the background and causes of the intensification of agricultural cooperation between China and Russia since the mid-2010s. Amidst the intensifying national and factional conflicts such as the US-China trade war and the Russo-Ukrainian war, China-Russia cooperation has been increasing day by day, especially in agricultural trade and agricultural investment, with a strong focus on food security. This paper argues that the fundamental reason agriculture and food are at the centre of China-Russia cooperation lies in the two countries’ complementary agricultural structures. These structures have been shaped by the food security strategies they have pursued over the past two decades. Since the end of the Cold War, China and Russia have developed and implemented food security strategies tailored to their respective circumstances. Russia, leveraging its abundant land resources, has increased its agricultural production capacity, positioning itself as one of the world’s largest food producers and exporters. In contrast, China has actively supported its agricultural enterprises, including state-owned ones, in foreign investments to expand its influence in global value chains and stabilise its food imports. These differences in food security strategies have resulted in distinct yet complementary agricultural structures in China and Russia, facilitating effective cooperation within a complex and fragmented international trade environment.
