ABSTRACT

The purpose of this study is to provide practical suggestions for the establishment for promoting human rights plans of action of Jeju Special Self-Governing Province. A survey on human rights awareness was conducted. As a result of the analysis, this study has found that the experience of discrimination when using information and communication, and transportation facilities had a negative effect on the improvement of human rights awareness and the perception of human rights policies of residents. Furthermore, this study has found that the creation of conditions for human rights protection had a relatively positive effect on the improvement of human rights awareness and the experience of human rights policies of residents. There are several factors, such as investigation system, human rights administration system, and human rights education have a positive effect on the improvement of human rights awareness of residents and the experience of human rights policies of residents. In addition, this study has found that the more experience in human rights education and the higher the recognition of the need for human rights education, the higher the improvement of human rights awareness and the experience of human rights policies of residents. Based on the results, this study proposes securing information access and mobility rights, establishing a human rights center, reviewing and reinforcing ordinances to promote human rights of various interest groups, securing various human rights administration channels, developing a Jeju-style human rights index, and strengthening education to prevent proactive human rights violations.
