Establishing the land and environmental plan based on the data-based scientific and objective analysis is necessary to ensure sustainable land preservation and use. The analysis results and forecast using the past and present data can be used for environmental policies in various areas. The Environmental Conservation Value Assessment Map (ECVAM), which evaluates the environmental value of land in five grades each year, has been constructed since 2005. Therefore, it is valuable data for predicting the future land change based on the past status related to the assessment of the environmental value of the land. The ECVAM uses 7 environmental and ecological assessment items and 57 legislative assessment items to deduce the land environmental value rating throughout Korea and updates them twice a year. However, the ECVAM is currently managed with a file system and has management and utilization limits in storage, updating, consistency, common use, and speed. As such, this study designs the data model for the efficient management and utilization of the existing file system-based ECVAM and suggests how to store, manage, and utilize the spatial DBMS-based data. To examine the practical applicability, we deduced the structured data for the query analysis and predicted the urban region expansion throughout Korea using logistic regression analysis. We are confident that the service for storage, management, and utilization of spatial DBMS-data not only manages the spatial data that are continuously generated and updated but also can be used in various areas such as the policies for land and environmental plans.
