AB - This study examines the feasibility of generative AI in public sector to enhance efficiency and service quality through a mixed-method approach. A Proof of Concept (PoC) analysis was conducted, evaluating AI performance using the F1 score and user satisfaction surveys, while employing Retrieval-Augmented Generation (RAG) for data recency. The results show that generative AI improves efficiency in repetitive tasks and receives high user satisfaction, contributing to workload reduction.
Applying the Technology-Organization-Environment (TOE) framework, this study highlights key challenges in AI adoption, emphasizing the need for change management and social acceptance. These findings provide policy insights on structured AI adoption, ethical compliance, and data quality management in the public sector.
