ABSTRACT

The role of the public sector is important in the national economy although with varying degree from country to country. Since enhancing the global competitiveness of the public sector is directly related to the improvement of the national competitiveness, reforming corporate governance in public corporations is critical. An incremental or transformational approach is often utilized in order to deal with extreme phenomenon such as market and government failure frequently arising around the world. However, the way in which public management deals with public corporations is somewhat different in that each country has its own special characteristics. In fact, many differences can be explained by various factors: causes of the market failure or government failure, political ideology of the government, the difference in economic development process, and many other factors. Accordingly, this article attempts to compare characteristics of public management and corporate governance dealing with public corporations in the United Kingdom, Finland, Japan, and South Korea. After that, the analysis of the differences and similarities of corporate governance and public management in public corporations and causes of such differences and similarities will be presented.
