ABSTRACT

This research has a purpose to verify whether the IT through the Official Development Assistance (ODA) can bring about economic growth and democratic changes in authoritarian or exclusive political system of developing countries. Ultimately, it is for a critical review on the optimistic technological determinism which is prevalent in the IT ODA. This research has found out that IT doesn't have any significant effects on the changes in developing countries, or IT has 'negative' effect on the democracy. Also, the relation between the proliferation of the Internet and democracy is not only the positive relation, but also negative relation in local level, which makes it difficult the dichotomous dispute between the democratization hypothesis and the reinforcement hypothesis.
