Korean rural society, especially rural village faces the crisis of aging and hollowing. To overcome this crisis, various kinds of alternative community movements have been attempted in rural society. The purpose of this article is to evaluate the alternative values and meaning of five types of community movements of ○○ village in Sangju County such as the Saemaul Undong, Peasants’ Organization Movement, Cooperative Units of Crop Production, Sisters’ Garden Community Movement(Package Community Movement), and Spirituality Community Movement. This article also tries to explore the connections among the alternative community movements in ○○ village. We modified Kim-Heungju’s model of four principles for vitalizing rural society and used the modified model in evaluating the alternative values and meanings of five community movements in ○○ village. The modified model is consisted of four criteria of evaluation, that is, alterity, sustainability, acceptability, and specialization. We collected data for the evaluation through focus group interviews with 9 residents in ○○ village and 5 related people who lived in Sangju county. As a result, we found clear differences among the five alternative community movements which have been developed in ○○ village since early 1970’s. Especially we noted that Sisters’ Garden Community Movement got high points from almost all criteria. It is a noteworthy case of the alternative community movements in Korean rural society. We pay attention to the fact that women peasants in the village takes lead the movement. In Korean traditional rural society, women had a position which was subordinate to men. But in Sisters’ Garden Community Movement, they have a leading position. Cooperating with immigrant peasants, the women participants of the movement attempt to cope with rural crisis and peasants’ difficulties by themselves. They develop a kind of community movement which pursues the symbiotic relationship between urban society and rural society. In other words, it can be called as the community movement for social integration. We discovered that there were some connected relations among five kinds of community movements in ○○ village. There was a ideological connection among them. ○○ village shows characteristics which had strong ideological orientations from the beginning Peasants’ Organization Movement. Ecological orientation was one of them. Strong ideological orientations increased the alternative values of the community movements in ○○ village. We also found out that the community movements in ○○ village were good at making and using networks with external organizations. We could pay some attention to the sustained participatory culture of residents through the community movements in ○○ village. This study has a significance in showing that rural and peasants’ crisis as a social crisis can be coped with through alternative independent community movements. The case of ○○ village demonstrates that point. Encouraging and promoting peasants’ interest and participation in alternative community movements are important to overcome rural and agricultural crisis. Futhermore, there should be deep discussions about alternative community movements based on regionality.

Comparison of Location and Customer Characteristics of the Traditional Markets and the Large Discount Stores in Wonju and Its Policy Implications

We compare the location and customer characteristics of the traditional markets and the large discount stores in Wonju to derive policy implications for traditional market vitalization. So far, the market domains of the traditional market and the large discount stores in Wonju do not seem to overlap spatially and the City of Wonju will have to make efforts to maintain the current spatial structure. Nevertheless there is an imbalance between the location of large discount stores and the traditional markets: all the large discount stores are located in the booming new growth centers whereas all the traditional markets are trapped in the stagnant old town centers. Thus, the revitalization of the traditional markets in Wonju is closely linked to the rejuvenation and redevelopment of the old town center. Taking advantage of its culture and history, the old town center would have to be developed as the center for cultural activities and other high-value services. In that context the traditional markets in the old town center will enrich the cultural contents of the town center. In terms of the spatial distribution it is the SSMs, not the large discount stores, that threaten the domains of the traditional markets. Thus, without resolving the conflicts of interests between the traditional markets and the large discount stores it is not possible to strengthen the traditional markets. According to the analysis of the customer behavior, the large discount stores are not encroaching the domain of the traditional markets unilaterally. Instead, the traditional markets exert the competitive power against the large discount stores to a certain extent. Although the local government has been made various efforts to vitalize the traditional markets by modernizing and improving the physical environments, expanding the parking facilities, and providing special lectures for the merchants, those efforts need to be coordinated better with the efforts to improve the management of the merchants at the traditional markets. For instance, instead of specializing in the low-price items, the traditional markets will have to establish the reputation for the healthy organic foods which have high income elasticities. Because it is the merchants who should take the initiatives, the local government needs to encourage and support the merchant organizations so that they can exert the leadership.

Policy directions for Sustainable Urban Renewal Project in Korea

In this study we discuss from the case study approaches for sustainable urban renewal projects. Focusing on the concept and structural elements of sustainability and by using this hypothesis we conducted the cases of Myeong-dong 3rd district and Uiwang-city Ojeon-dong ma district and came up with stages that would better define sustainable urban renewal projects in korea. This study is to examine on and suggest the projects form to promote urban-renewal project smoothly. To achieve them, the main issues of urban-renewal projects which are currently promoted the various aspects and theories based on the concept and structural elements for the sustainable urban renewal projects through analysis of the case study and in-depth interview. Such as an intersection of project stakeholders and conflict causes and inspecting on the conditions and issues of the previous urban regeneration methods. Sustainable urban renewal projects in order to derive the direction conducted by the driving direction or policy implications were derived as follows. First, results of this study showed applicable possibilities of various method of urban renewal project. and the real plans for key money problem, and a system to prevent conflict and governance is required. an integrated and collaborative approach is needed for making sustainable decisions in urban renewal projects in perspective of social sustainability. Second, local government mandates in its law, ordinance, guidelines, and superordinate plans that public urban facilities of a certain scale must be donated when urban renewal projects are carried out. However, the problem is that most of the donated public facilities are concentrated on because of its dubious economic feasibility, so it should present realistic alternatives. The perception of public roles need to redefined in the process of the urban renewal projects in perspective of economic sustainability. Finally, green and environmentally friendly technology is a rapidly growing field that focuses on new technical methods that benefit the urban renewal project and redefined in institutions and policies in perspective of economic sustainability.
