ABSTRACT

This study is to explore the causes of the stagnancy of growth in manufacturing sectors of Gangwon province, and then suggest the direction of industrial policy, noting the fact that the decline of economic growth in Gangwon province has been deepening since 2000 years in Gangwon province. The empirical analysis proceeds with distracting the growth factors ,i.e. capital accumulation and technological progress from the Solow growth model and then examine these factors by the use of time series data from 1974 to 2011. The results show that the growth of value added production for the last 37 years is totally led by capital accumulation and is nothing to do with technological progress. The current stagnancy of economic growth is partly due to both the decline of marginal productivity of capital and to which was not countered by technological progress. The solution for this problem is urgently to strengthen the technological capability in line with the current technological level rather than to rear up knowledge based industries.
