ABSTRACT

This study aims to conceptualize ‘Eup-Myeon-Dong Community Social Security Council’, which is imposed by Social Security Benefits Acts. It also tries to build an implications for constructing the council and provide prescriptions for its institutional design. For the purpose of analysis, BuchunSi, NowonGu and SungdongGu are selected as outstanding regions. Eup-Myeon-Dong Community Social Security Council is human network for seeking and supporting the lack of social security in local. It has three functions that are private-public welfare resource linkage, providing welfare service and case management aid. The key factors in the case study are welfare resource linkage system, level of resource links, the configuration of the council members and its program. This study recommends cooperating with Si-Gun-Gu Community Social Security Council, supporting case management at community center, working together with welfare facilities, seeking regional equality, difference resident autonomy and council as general principles to sustain growth.
